Never GW that program is horrible. Georgetown is currently a top 5 school in rankings and in the Big east, so definitely Georgetown. Northwestern is in a power 5 school so if they are offering a full ride I would take that over Tech. However, it really depends at what level your player wants to play at and what future aspirations they have.

If my kid is studying engineering or maybe data science or architecture or agriculture then Tech. Else Northwestern or Georgetown. GW? Bottom of the choices, but again might depend on the major.
