I do not think so. You're forgetting that COVID happened between 2018 and today and that politicized who votes early. Republicans used to vote early (via absentee) but it is now primarily democrats who vote early. So I don't think comparisons to 2018 are particularly useful.

I think it had. They had been smearing mail in ballots and early voting for quite a while by 2018.

Republicans legislatures were all about limiting early voting, because Republican legislatures don’t like increasing turnout. But Republican politicians never demonized early in person voting to keep their voters from actually doing it. Not before 2020 or after. The demonization has been about absentee voting.

But you have to understand that early voting in 2018 vs. 2022 is a totally different creature. It picked up to become the dominant form of voting in 2020. So comparisons against 2018 don't make a whole lot of sense.
