This is pretty bad. Are Republicans just going to sit back while he thumbs his nose at the Constitution? This shouldn't be a political issue, it's about the laws that hold our country together.

Yes, and or fined. Under the inherent subpoena powers of the US Congress, Nancy Pelosi could order the Sargent-at-arms to arrest them at dawn if she wants--but more than likely they will be fined first.

That document is not the Rules of the House or the rules of impeachment. It is a report prepared by the Library of Congress summarizing the House rules and precedents. It is continuously updated as a resource for House staffers.
