Rule of thumb in the work place. Don't comment on women's clothing, hair or other personal comments.

I would think it's common sense but apparently not.

It is all about people looking at her and finding some type of fulfillment through her appearance. And it implies that you are staring at her top. Everything about that compliment implies she is there for other people's enjoyment. Her smile brings other people joy, her shirt brings other people joy.

A normal compliment would have been, "Hey you look good tonight! Any special plans?"

That is about how SHE looks good and why she might have put more effort into her appearance.
Pp has a good description here about the compliment. I'll just add: You might not be a creep but that was an awkward and somewhat inappropriate compliment. Also she might be very shy. Both of those things could be true. Just back off for now and wait to see what happens.

It's normal for women to notice clothing on men and women and to compliment. It's weird when a man does it, especially about the "sunny yellow brightening your day", unless you're gay.

And the fact that you mentioned that you thought she had a "flat chest and tiny a$$" but the outfit she was wearing that day brought out her chest also leans towards "creepy" if not completely inappropriate in a work place setting.
