If you really want an answer to "why would she do that", the answer is, kids provide camouflage for nefarious activity. Folks are less willing to suspect parents. Seen it dozens of times.

Nobody said she was taking shoes. People in need generally take high priced items they can sell for cash. But nobody knows if she was in need or doing something like Wynona Rider.
