Flashing someone in a public park may be a crime, but inadvertently giving girls an accidental glimpse of a woman’s penis in the locker room is not. This kind of thing happens all the time now, and I’m not aware of any criminal convictions for it. You sound like you’re from the 1990s. Times have changed. No judge or jury in the DMV would dare convict a transwoman for flashing her penis around.

See, your building in a fiction and expecting to go along and defend it from your position. Your starting point is a fallacy. There is no such thing as a women’s penis. I won’t allow you to “frame” it that way. It’s a man. A man in a women’s space showing his genitals.

He grew his hair long, put on some lipstick and voila! He is a woman. Never had a period in his life. His former wife had his children. He attended Harvard before it admitted women. But none of that matters because he has declared he is a she and we should all tow the line. It’s absurd.

It doesn’t matter if you think it’s “wrong” or “absurd.” You have no chance of getting a transwoman arrested for changing in a locker room. And if you misgender a transwoman as a corporate employee, you will lose your job. Maybe there was some debate about all this some years ago, but it’s all pretty much settled now. Young people are cool with it. I suggest you get with the program so you don’t get yourself in trouble.
