OP said they were “standing” in the designated pickup area, so not actually sitting in their car? And I know standing is sometimes a term used for parking, but maybe it really means OP was away from the car here? Maybe trying to spot the grandmother? As much as people are making light of the security issue, I imagine coming across an empty car is a double no no, so cop was probably pretty angry if that was the case. |

Terminal 1 is formally A correct? If so it's the tiny terminal. That airport is isn't big. You could easily have dropped off your child to get grandma, did a lap, and be back before they were back to the pickup area.

Maybe at Reagan, but I’ve had officers ask me to move when I’ve been there less than a minute at smaller airports. One time I was picking up DH and literally had just put the car in park and was calling him to make sure he was coming out, and they were knocking on my window asking me to move. |
My guess is that the officer saw you on your phone and realized that the person you were picking up was still in the building, which is not how it works. |
You aren't not supposed to call your pickup from the curb lane. You are only supposed to be there for actual drop off or pick up. You need to find somewhere other than the arrivals curb to call your pickup. Almost all airports now have a cell phone lot that is only 1-3 min drive from the arrivals area for exactly this purpose. So, I usually tell my pickup to call me when they are outside. If I don't get a call before I get to the airport, I find one of the several places to stop and park to do what you did. None of these are actually in the arrivals area where the passengers are waiting. So, you were wrong and the officers were telling you that you were wrong, but you still don't seem to understand what you did wrong. |

DP. It doesn't sound like you've been to a busy airport recently. You can get blocked in literally AS you are pulling up. That said, I think OP is FOS and deserves the ticket. |
"Standing" is the official term for essentially parking, but waiting in your car. It doesn't mean "standing" like on your two feet. |
