Examples of top programs in low ranked schools?

Place like UVA and Rochester are good in general. I think this list is for schools DCUM people normally ignore but shouldn't if their kids are interested in very specific fields

It's not but for some folks it's t20 or nothing.

I think it is great to highlight places I've never even heard and recognize they are top notch in some specialized fields!

Sure but it's not ranked alongside Harvard and Stanford in every discipline like is is in Poly Sci.

Link? US News has it at #19 for poli sci. The two sub areas it earned a ranking were international politics (#19) and political methodology (#7).
