I am curious. Without naming names I see a university that is ranked outside of the top 100 - but with one very niche top 10 department?

University of New England is ranked pretty low in general, but has a top 10 Marine Biology program. |

University of Tulsa had three highly-regarded niche computer science concentrations. One was cryptography and I forget the other two. No idea if this is currently true, but it used to be. |
