I lived in NYC for thirty years. I am a six foot two white male. Let’s say I was sitting Central Park by a wooded area on a bench drinking a beer from my favorite bodega.

A black man comes up engages me it is illegal to drink beer and to stop, I say no. He then starts filming me and offers me a soda out of his pocket for me to drink instead.

Basically now what? Only reason women called cops was she was not large enough to do much else. Yes she way over reacted but Mr Harvard knew NYC allows video taping without consent and used it to his advantage to not stop filling as it esculated.

Would like to see if he would have provoked me when I was younger. I would have broken his smart phone and stomped on it back in day. Plus in 1980s I always carried a knife as in NYC you never knew. Flash forward to 2020 and twinkle toes out birdwatching is enforcing leash laws. How sad. NYC does not need spoiled white girls and bird watchers fighting it out

Well there is a lot to unpack here, but one flaw in your analogy - your drinking a beer on a bench doesn't really impact anyone else unless you become publicly drunk. Letting a dog run loose in the Ramble impacts bushes, wildlife and others. Which is why he intervened. Whether his tactics of baiting the dog or filming are appropriate means is a separate issue.
