That was a DP. I am PP and grew up on Cap Hill in the 80/90s. And not the Eastern market side either. Also there is a difference between native and local. What I and PP described are native. Anyone can become a local if they commit to DC because they fall in love with the city. That is what I meant by local.

Haha omg sorry I am not that PP, I am the one before her! We must have commented at the same time and I confused my own comment with her similar one. Anyhow my comment still stands.
