They can probably tell the lack of enthusiasm about Dartmouth in the essays.
People who want to go there show passion and something specific they are looking for. Something the kid probably didn't have.

There's a reason all of those schools are called lottery schools.
Once you meet the qualifications of the school (which clearly the kid in question did) then it's a crap shoot - you win some, you loose some.
