I was out-numbered by chaperones who wanted just to give her a drink of water.

Yes, and most chaperones at these dances turn a blind eye to what's going on and merely talk to each other for most of the evening.

I've chaperoned before at a middle school dance, and parent chaperones are not allowed near the dance floor; we are in the next room, separated by a doorway and we cannot see what is happening on the dance floor. The school teacher-chaperones are the ones who are standing around the dance floor. The parent-chaperones are there just to take admission fees, see that uninvited kids don't get in, and see that kids don't walk off the premises or into dark nooks.
