Lobbying Bowser to call up the national guard

What is needed to convince Bowser to call up the national guard to confront the random violence (driven by very hard to solve/prosecute carjackings)? Can she just "do it"? Does fed gov need to sign off?

The teen girls killed the Uber Eats driver literally at the feet of National Guard troops. Do people not recall that?

Without effective prosecution, which is not a NG operating task, and without cultural changes, would be ineffective.

How would NG have stopped the shooting of a driver in Dupont yesterday or the man outside City Center on Monday? Knee jerk feel good solutions rarely accomplish much.

NP. Is this the same uber driver as the Afghan interpreter that was murdered last year? Did they finally catch his kid killers?

They weren't in that role at the time. National guard, roadblocks and random checks would be fantastic.

If the city had UBI, the Afghan interpreter would not have had any reason to be out working as an Uber driver.

How would this work, exactly? Soldiers would just patrol around the city? They'd, what, go shoot up a car after it got carjacked? Personally, I don't think living under armed military occupation would be particularly effective, and I know it wouldn't make me feel safer.
