Clearly the student is not a non-resident commuting from Kentucky every day. However, Prince George's, Maryland is a lot closer!

Look at it logically - Fairfax and MoCo schools tend to be better on average than DCPS. On the other hand, many PG schools are downright shitty by comparison even to DC. Add to that the appeal of free after care for children of some DC government workers who drive from their bedroom communities in PG to their workplaces in the District.
