While I agree with the first part of your post, I find it puzzling that you still decided to put the onus on those who DID follow the rules, however unclear the rules are, and err on the side of caution than those who choose to inconvenience others rather than themselves. |

Yes, there are a lot of people here that don't understand the rules. In both DC and MoCo, the rule is wear a mask if you'll be within 6 feet of others for more than a fleeting time. A lot of people don't seem to understand how far 6 feet is, and many others refuse to acknowledge the "fleeting moment" exception. If you're not willing to be 7 feet from maskless individuals at a park, with fleeting periods of closer encounters (e.g., kids running around), then that's your problem. |

It is much smaller than indoors but not null. Transmission depends on the proximity to others, exposure, and activity (speaking loudly and yelling increases transmission chances). It’s not so black and white. There is no risk of an indoor transmission when people are in separate indoor settings, but there is a risk of an outdoor transmission when people are yelling while standing close to each other. |
