What needs to change in our culture for rape to be less common on college campuses?

Focusing only on the problem of rape is not going to get anyone very far. What would need to change is the broader culture and how accepted it is for the powerful to exploit the less powerful and get away with it (in politics, business, etc.). When people see that dynamic happening all around them, it makes them feel like their own exploitative behavior is normal and excusable.

People need to start speaking out against all kinds of exploitative, violent (whether physically or emotionally) behavior and making it socially unacceptable. If you want to start with something small and simple, just take a critical look at the TV shows that are popular and how mean many of them are. Stop watching them and tell people why you've stopped.

I don't reject examining our culture and I don't reject educating young women to better self-protect. But one practical thing is to crack down on the black market trade in date-rape drugs. This is something schools and police can work together on. Sting operations, increased penalties, vigorous enforcement. At a minimum, this will reduce incidents through increased awareness. And if dealers feel this is "too hot to handle" then the stuff can be made a little more difficult to come by. Most importantly, buy and bust photos of men trying to acquire date-rape drugs would be a deterrent to some would be rapists for sure.
