Different poster here. You do realize that Montgomery County is about 5 seconds over the DC line and would be considered less hip than DC. So if that's the case, and nobody is looking at her punk fashion cross eyed, then people most likely aren't that upset in DC. Do you get that? I think you are trying to quote different posters? And since I'm assuming youve never had free hair yourself, I'm kind of baffled as to why you would think you're SUCH an authority on it? What I am saying is that DC has a fundamental and inarguable lag in fashion that lends certain fashion trends which are derigeur everywhere else to being considered shocking and out of place.

Sorry, OP, but you're wrong. I've been walking around DC since 2003 with green, purple, pink, yellow, and turquoise hair and never got more than one look or comment from some republican douche who asked me why a pretty girl would have green hair. I simply asked him why he'd wear his ugly shirt. Seriously, it was a good 7 years of funky hair (and sure I'm pretty too) but I never got the looks you're imagining. I agree with previous posters that you're self absorbed.
