^^ That really does set a tone. In that case the mom even lived in DC - that is really making a statement about how serious this is about to get if they're so publicly going after her, because how did they even prove her great grandson didn't live with his mom?

But if a public school Prinicipal is going to be selfish/dumb/crazy enough to buck their own system, they should be publicly taken down.

if she cheated, I hope they make her pay up all the money. Until DC become serious not only about finding the cheaters, but also about making them pay for back tuition, the problem is not going away. if the worse punishment is just having their kids kicked out from a school they should not have been in the first place, cheaters will keep doing it.

This. Time to make these effers pay. The revenue could bring the dollars to open up charters or improve DCPS. Slots would then be available to DC kids who've waiting for their chance stolen by cheaters!!!

no. just trying to enforce rules that only DC residents can attend DCPS funded by DC tax payers (non DC residents can attend if there are no DC residents claiming a spot AND if they pay tuition).

I'm confused. If the boy's mother lived in DC, that should have been enough to entitle him to a DC education, even if he was living with his grandmother in MD.

The law in DC is a follows:

(a) In the case of: (1) each adult who attends a public school of the District of Columbia and does not reside in the District of Columbia; and (2) each child who attends such a public school and does not have a parent, guardian, custodian, or other primary caregiver who resides in the District of Columbia, or is not an orphan; there shall be paid to the State Education Office the amount fixed by the State Education Office pursuant to subsection (b) of this section.

DC ST ยง 38-302

So, the law requires adults to reside in DC, but children only to have a parent, custodian, or primary caregiver who resides in DC.

For example, in a divorce situation where the mother has custody and resides in MD and the father resides in DC, the child could attend a DCPS.

I don't see how having a mother who resides in DC while living with your grandmother in MD is fundamentally different. Why did the family bother lying about where the child lived?

Would someone who really understands the law please explain.

What happans to a family when they become homeless? Do the kids have to drop out of school? What about families in motels? Are they residents?
And kids of migrant farm laborers?

Federal law gives extensive protection for homeless kids.

Actually, all of those scenarios are specifically covered in the residency verification process. Possibly harder to prove to be homeless but it's specifically laid out in the verification process (and presumably in the law(s).
