Bingo.
...do you realize how easy it is to change a w4? that won't solve anything! Let's be honest, if I had a rental home in DC or relative in DC, and was fortunate to get into a charter or an excellent DCPS school, I would just change my W4, and pay DC taxes...still would not have to leave in DC--I dont know the answer, but until someone in power really cares, it is, what it is!

If you have a rental home in DC and change your W4 to pay DC taxes, then I don't give a damn where you live (or leave). If you pay DC income tax, welcome to DC schools. If you are silly enough to pay DC income tax but live in MD, that is your problem. But, this has to be the kind of thing that gets checked at the beginning of school and can be subject to re-checking at anytime.
Not silly, maybe I want the 5br house in MD, and the DC schools!! Feel free to check my paystub anytime.....

And, like I said, it does not bother me that your kids attend DC schools. MD might have a problem with you not paying taxes and registering your car, etc in MD, where they are providing you with fire and police services, but that is for MD to investigate. As far as I'm concerned if you pay your DC income taxes you are good to go to school.
