No, it absolutely isn't. That's perverse. I have a teen DD and she has zero interest in boys at this age. She's tall, thin and not even aware there is a different sex out there but she does like her short shorts, her crop tops because that's the style. It's not about sexuality all the time.

Public schools are horrible with dress code. At my school , the nuns didnt even want us wearing hoop earrings and our skirts had to be to the knee (which we rolled up anyway) worn along with knee socks. Sneakers ,flip flops, tank tops, booty shorts are not worn to school.
