Nothing is being "diluted". This is just an ECNL parent scare tactic.

The same top GA teams win and the same top GA players get recruited. However now there's more clubs participating in showcases, events, etc which allows recruiters to check out more players all at the same time/location.

Nothing is being diluted? Look at NOVA clubs. ECNL is actively forcing underperforming clubs to merge to maintain quality. GA added two new clubs one of which has been unable to compete at any level

Back in the DA days they used SDSC to participate in DA. If GA takes off for whatever reason (NWSL Next) they'll do the same thing with SDSC again.
