Yes it is. If you know you will be imprisoned, and likely deported after some length of time, then the flow will reduce substantially, and the cost will be much less.

Trump reduced the crush. It was Biden who increased it by opening the border. The app is merely a way of reducing the crush at the border that was caused by Biden's opening the border.

All deliberate. This administration is trying their best to create a massive crisis in this country. Desperate people who are hungry, afraid, etc are SO much easier to control.
