Exactly. Uvalde had numerous armed cops right outside the school and they were still unable to stop the killings.

News Flash: The Uvalde Police were prevented from opening that UNLOCKED classroom door. It’s all on video.
Even the Uvalde Police Departament cop who was married to one of the teachers, wasn’t allowed to approach the door to save his wife.
