Can someone explain how he was charged if his blood alcohol level was so far below the legal limit?

If he was acting impaired, yeah, that could be a problem. He can be on medications, and even a little alcohol can be a problem.

This. The blood alcohol level is one of the metrics. Physical acts, such as acting impaired, is another.

Look at the warnings on your prescription bottles, folks. The warning against drinking alcohol while taking that particular medication is there because impairment was observed during the testing and approval process for the drug. The warning isn't just CYA, it is there because the impairment was observed.

I’m sure he’s on prescription meds for something (anxiety, pain, sleep, etc.). He was being reckless, that triggered the stop, etc.

Re: the commercial - Why doesn’t the woke posse go after him for appropriating a fake blue collar country Woody Guthrie persona? And, who thought it was a good idea for the old privileged white guy to lecture us on reuniting the country? He’s shilling for Jeep, yet his otherwise woke fans still worship him as the working class savior. So weird.

Bruce had been riding his motorcycle on the peninsula on Nov. 14 when he “was spotted by fans who asked him to pull over and take some pictures,” according to a source close to Springsteen.
“Bruce stopped, took the pictures, then a fan offered him a shot of liquor, which he took, while sitting on his bike, which was stationary,” the source said.
“Park Police saw what happened and they immediately pulled Springsteen over as he drove away.”

Does he have a prior violation that would prohibit him from driving with any alcohol in his system?

Alcohol isn’t the only drug that you can be driving under the influence of.

I think it’s hard to comment without ALL a the details, and I’m guessing those aren’t being reported.

Oh, please stop. He has working class roots and worked hard to build the life he has. Unlike our former White House dweller, who had everything handed to him and pretends to be a friend of the working man while instead giving tax breaks to the rich.

This is why I have ZERO drinks if I’m driving. Even if I think a glass of wine would be fine after an hour or two, forget it. Never ever worth the risk.
