I'm a team manager, and the information I received from the tournament by email said 12 spectators per team, so we are going with that. |

What do you mean? The 25 does not include the players. It is a number of spectators per field. Thus, each side can bring 12 total (or one can bring 13, if you are not worried about fairness). |
It says: Reduction in public and private gatherings: All public and private in-person gatherings must be limited to 25 individuals, down from the current cap of 250 people. This includes outdoor and indoor settings. Why would players be excluded? |

Also the Hunt Country Protocol sheet linked above says the following, which seems outdated:
Spectators shall be limited to a maximum of 2 per player in order to stay below the 250 person limit per field |

Talk to your team manager or club. The appropriate person will have received the information from the tournament, or should have. If not, reach out to them. We got a clear set of instructions, 12 spectators per team, plus team manager and coach. |
Our roster is 17-18 players. So you can’t bring spouse unless you are entitled and don’t care. |

Ok. I have no idea how spouses came up, but it seems reasonable not to bring them if the roster is that big. |
