That may be true too. Both Pelosi and McConnell are cold hard calculators. When they dig in, it's because they believe there is an advantage in doing so. They are often both right, as both their bases want them to be aggressive in furthering their priorities. Pelosi seems to get a lot more blame for this than McConnell though.
