It’s obvious he’s the spare. The Queen’s annual Christmas message focused on Will, Kate and George. Their family picture was prominently displayed (no pic of Harry‘a family), and the video portions included Will and Kate plus a video clip of the Queen with Charles, Will and George—the royal heirs.

Only a tiny clip of Archie and his parents and Doria setting up the segue to the birth of Jesus/Christmas message.
