1) Joe Biden is done. He doesn't know it yet. Warren is going to be the nominee.

2) It appeases the majority of Democratic caucuses who want Trump impeached.

The senate is not going to convict. Politically this may not hurt Trump in 2020, which is why Pelosi had been firm on not impeach.

I think it will be too. If the House moves quickly, Senate GOP will see an opportunity to get rid of the Orange Oligarch and install VP Pence with the hope that the GOP hold on the exec branch and Senate will hold in 2020. Remember that GOP is filled with Constitutionalists who hate this OO for messing with our democracy. That said, I am an optimist.

Fox reporting tonight the Trump admin will release a document showing the Intel Community IG found the Ukraine whistleblower had a “political bias” in favor of a rival 2020 candidate

This is a last ditch and tired effort, and of course the Admin was never supposed to see the IG report, Barr has no jurisdiction here, and like every other time they say "political bias" the report is written in Sharpie.
