That's not the point. Rather, it's the broken window phenomenon. When law enforcement indicates that it doesn't care (or is directed not to focus) much about "small" stuff, it creates a general sense of lawlessness and empowers criminals to commit more serious crimes. |

| So yesterday at the Metro, I had to step around someone sprawled in the tunnel into the station, begging for money with his mangy dog next to him. On the train, there was a pile of peanut shells strewn on the floor by my seat, like one would see at the ballpark after a game that went extra innings. Panhandling, pets, obstructing passengers, eating and littering are all prohibited on Metro property, but it doesn't seem to matter anymore. "Decriminalizing" those who engage in theft of services (i.e., riding Metro without paying the fare) will only accelerate this downward trend. Helpful tip: when people let something go to sh#t, it eventually becomes a sh#thole. |

"Metro nabbed a poster child for fare evasion this week. On Thursday, two officers at the Minnesota Avenue station saw a man slip through the fare gates without paying, followed him to the platform and asked to see his SmarTrip card, the transit agency said in a news release. “Don’t even check it,” the fare jumper was quoted as telling the officers, because the card had a negative balance. Turns out this wasn’t a hard-luck passenger who was caught short on his SmarTrip balance. He was a habitual fare evader and a paroled criminal, according to police.
