CL is full of shit. DH is on the force and said the officers are not big proactive. They are just reacting to crime. CL's crime initiatives suck, she doesn't care about her troops, morale is at an all time low, and a third of the force are looking for lateral transfers to other police agencies. There were a lot more criminals in DC in the 90's and early 2000's, so I don't get the revolving door comment. She needs to deal with it like those before her and stop the whining.

I think it is time to double the number of police on the metro force.

I also think what is happening is beyond Chief Lanier's capabilities as a leader. I think it time DC gets a new chief. There really isn't any proactive policing that I can see.
