teenagers dare each other to do stupid things all the time. There is now evidence that their brains don't even fully develop till their 25.

They're sexually curious and exploring their boundaries..its up to the parents and the school to discipline them, not throw the heavy justice system at them.

Girls do this kind of crap all the time too just as boys. I had another girl show me her breasts when we were 12 in the swimming pool.

(a) Words or phrases in this section that describe the common-law crime of indecent exposure shall retain their judicially determined meanings except to the extent expressly or implicitly changed in this section.

(b) An inmate may not, with intent to annoy, abuse, torment, harass, or embarrass a correctional officer or authorized personnel, lewdly, lasciviously, and indecently expose private parts of the inmate’s body in the presence of the correctional officer or authorized personnel.

(c) An inmate who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 3 years or a fine not exceeding $1,000 or both.


Nothing about breasts there either! Not to mention that the middle-school girl who showed her breasts to the PP's husband in middle school was presumably not an inmate at the time.

Why such an outsized solution? A basic kindergarten rule would fix this problem: keep your hands to yourself.

Breasts are included sweetie. You can't whip them out unless you are breastfeeding. Otherwise the law says CRIME!

That's because 13 year olds do not go to prison. They do however get sent to juvenile detention facilities, aka baby prison.

Its the same concept. Its an offense for adults that can be attributed to children.

juvenile records are closed, so it won't affect him as an adult. unless he continues to screw up....which i bet he will.


Maryland must be one of the few states where they are closed. They are not closed in many states. People on DCUM have been watching too many tv shows that erroneously shows the ins and outs of the criminal justice system.
