I have not issue with dogs off leash as long as they mind their own business or are friendly.

We often walk our dog with a wireless leash. He's well trained, doesn't approach anyone uninvited and generally minds his own business. I have no problem with someone using pepper spray on a dog that is about to enter their personal space. I pay no attention to anyone would tells me to leash my dog.

Amazon has a wonderful product called Liquid Ass. It smells like 100 putrified skunks. It is perfect for "marking" unleashed dogs. To those owners who have totally "awesome" dogs that are let off leash, hope you enjoy.

I am so sick of dog owners. Your dogs are not people. They do not have the same rights as people. The rest of us don't enjoy your dog like you do. Keep them leashed.

The problem is not dogs off-leash, it's off-leash dogs that are not under the control of their owners and/or approach/jump on/lick/whatever random passersby.

In my experience, dogs in other countries with "more permissive" atmospheres exhibit far more controlled behavior, and so it's not a problem that they're off leash. Note, for example, that dogs are allowed off-leash in far more places in the UK, but the UK also has much stricter regulations for dog behavior (see link upthread).

I am going to guess that most of the dog lovers who think it's so adorable (or at least "natural" or "free") for their dogs to run up to strangers, and/or lick and jump would be quite displeased if a human of any age displayed the same behavior.

I would fully support an aggressive and visible ticketing campaign for off-leash dogs.

and those more permissive off leash laws would never work here because most of the idiots who own dogs believe they have their dogs under control when they're off leash.

Self centered dimwits with "awesome" dogs aren't going to realistically assess their ability to control their animals.

You all impossible. If my dog bothers you, it should be on a leash. If it doesn't it 's ok for it not to be. But the people on here are clearly going to be bothered by any dog that isn't in a lead whether it runs right by you or not. So this is pointless.

Are you 12? Keep your dog on a leash in Rock Creek Park. If there are rules or laws that say your dog is to be leashed in an area, make sure your dog is leashed.
