Policing of the traffic rules is a separate issue, including enforcement of distracted driving laws.

It drives me nuts when I’m actively passing, have my turn signal on that I’m about to move into the right lane, and the person behind me guns the car and passes in the right before I can do so. Dangerous because I’m already moving into that space. And takes you longer because you still have to pass me.
