I don’t think it’s blackmail, I think Tucker, like so many Republicans, just hates Democrats so much and hates the idea of progress and equality so much that they have aligned with Russia. We can surmise that some Republicans are being blackmailed, but I think many of them are just authoritarians and really like what Russia offers.

This is part of it, but I think it's also just lining his pockets to be controversial and say outrageous things. Research shows that crazy outlandish statements generate more clicks, which generate more views and revenue. So yes, he is definitely getting paid for his pro-russia statements, even if it's not in the form of direct payments from the kremlin.
