From what I can tell, he’s enacting everything Hogan is allowing. So he did a complete 180.

Seems similar to the rest of MD.

Hair salons for short hair appointments only (no manicures, pedicures).
Curbside pickup at retail.
Outdoor sports and camps for kids in groups of 10 or fewer.
Worship - outdoors only.
