Maryland - Shelter in place

Why they are not planning Maryland Shelter in place? I am sorry, I am not a politician, but I would like to know the reason why government is not supporting shelter in place.
Even third world countries are able to shut down the whole county. What is the impact if the whole country is shut down to break the virus chain. What are we waiting for?

Because they are mistaken, and believe it is politically and economically better to have our current situation, which in their minds is not that far removed from a shelter in place. Except that for the virus, it does make a difference: right now measures are not enforced, businesses are flouting the rules, people are still grouping together. We need to narrow down the list of essential businesses and ask more people to stay home, and have distribution services (utilities, medical equipment, food, gas, construction) managed by the national guard or others with a core group of essential personnel.

Also restrict travel in and out of state to essential and approved only (materials, food, transporting patients in case of bed shortage, for ex). You cannot put drastic measures in place if people from out of state are going to spread the virus.

Several states and localities already have a shelter in place.

They don’t fall under essential business. They won’t
Stop unless it is made mandatory, with fine. The list
For essential business by government is Very vague
And basically covers almost everything.

Yes I’d rather do that than turn our country into a totalitarian hell. This is kind of the trade off for the freedoms we have
