That gives them a boost for later, like when Republicans shut down demanding a repeal of Obamacare. People remembered as they were kicked off their healthcare. But there is still no leverage to win their demands. Republicans can always pass what Democrats want later, if it is such a damaging thing. Meanwhile, as Democrats keep things shut down, Trump makes permanent changes to the government. |

Nine out of 12 bills have passed out of committee in the House. That said, the more likely answer is the few budget hawks balk at doing continuing resolutions and want spending cuts. They sell them on voting for the current bill as a short term measure, and they will do the appropriations bills process the next time. Then repeat. This has been happening for 17 years. |
Nothing about elections, which won't bring in new people next year anyways. Rules say no filibuster of budget bills. For some reason that doesn't apply to this CR, probably because they had a budget bill in May. Next year they start all over and no filibuster allowed. |
