Returned to the District after two years. First impression: Smells like marijuana

I have been working overseas for a couple of years and I have followed DC politics closely as we still own our house here. I knew about the new marijuana laws, however, I was not prepared for the reality of the impact of the new laws which is an omipresent smell of marijuana now in public. My family and I were enjoying the amazing weather this past Sunday with a day walking through Georgetown. One could not walk a single block without the cloud of proverbial 'skunk weed'. While I followed the decriminalization from afar, I had no idea that the reality would be that you could not walk a city block without enjoying your fellow residents joint.

Not sure where exactly you're walking OP, but I've lived in the District for 10 years, and have not seen what you describe at all.

What a random comment. I know an upper middle class kid that peed in public ( well not really, actually in private behind a concert venue) and was arrested and had to fight a sex offenders rap. My understanding is neither peeing in public or smoking marijuana in public are legal in DC? Or are they? Obviously peeing is legal, and marijuana is legal - but there are restrictions on where? I think that's OPs point.

I went to the natural history museum with my kids and someone there had been smoking weed I don’t know, probably five minutes prior? He absolutely reeked for at least a five foot radius and I just wondered what he was thinking, especially with so many little kids around.
