Every bad cop is covered for by all the cops around him. Those cops don't get a pass because they themselves did not do the bad thing. I should not be surprised by this thinking. You are the same person who thinks that if you didn't say or do the racist thing, you were just in the room and sat silently while it happened, that you aren't also part of the problem. Well, the Takoma Park chief of police says that, when you see someone who you think is stealing a car, the protocol should be: call 911. So I'll go with that.

I think the criminal justice system, while imperfect in many ways, is superior to giving cops a license to shoot nonviolent offenders on sight. I think most Americans would agree.
