What is the deal with the dental form?

Our MCPS elementary school has a dentist that comes TO the school to provide dental care.

Some schools in Baltimore do this as well. It’s a very popular program and there are often (always) a waiting list.

We have this at Wheaton Woods. Of course it’s a popular program! Dental care is expensive. Who wouldn’t want free dental care?

People are using the dental program at Wheaton Woods because it's free? Huh. I would have thought that people are using the dental program at Wheaton Woods because they need dental care.
