I don't know. Perhaps they learn to be more fearful of black suspects while observing that there are few consequences for escalating encounter with them.

I'm pretty sure, though, that had Tamir Rice been a 12-year-old white boy playing with a toy gun in a park, he would still be alive.

I'm pretty sure you could account in your programming for that bias if you know about it. The fact is, there are people who wave guns in the street. Set up a safe perimeter, have the robots go in? I don't know how we are to have humans do these works any longer, especially if the bias is implicit meaning not even conscious. Also, black cops feel it too.

Technological innovation would probably have made slaves unnecessary. Maybe they would have freed them anyway or let them "escape" to the north?

Actually police power was originated in this country well before the Reconstruction Period. Slave Patrollers were the original police, used to wage fear and death upon any slave who got out of line and dared to escape. These slave patrollers simply evolved into the police force we have today. Same mentality, same methods, just as acceptable to most white people.
