Don't kid yourself.  Police power has been used to wage a war on black Americans since reconstruction.  It's become less overt over the years, but it's still raging.

All a police officer needs to say to justify killing a black man in contemporary America is "I thought he was reaching for a gun."[/quote]

I don't know.  Perhaps they learn to be more fearful of black suspects while observing that there are few consequences for escalating encounter with them.
