What was his reaction?

OP here. He took a couple of hours to respond but said that he feels strongly for me and doesn't want this to end. He hasn't been seeing anyone else but me. He then said he was dating a woman before me who he rushed into it with and they were just very incompatible. She was crazy and he had to block her number and all of her social media. He wanted to take things slow and make sure I wasn't nuts ad was serious about him before we made things more serious. I decided to give it another chance and see how it goes.

9/10 " crazy ex" was totally fine until she got sick of putting up with the man's BS.

You just delayed ending it by about 7 weeks.

He’s not going to change.

Even if he reluctantly agrees to the boyfriend label he will always have a reason to drag his feet in the relationship. Really. This is the beginning, things shouldn’t be this hard. Stop emotionally investing in someone who is clearly not into you. I’m not saying this to be mean, but you are his placeholder until he meets a girl that he is into. Don’t do this to yourself.

The weird thing is this guy is explicitly telling OP they are NOT dating...

Yeah, ask him how many of those he's had. If it's more than one, it's him.

Probably true.
