Neighbor issue - dogs pooping on our lawn

Can you put up a fence? We have a litter problem not a dog problem ( high school kids tossing their trash as the walk home) and this has largely solved it.

Some people are so irresponsible. I haven’t seen them in the act but every couple of weeks someone in the neighborhood let’s ther dog poop on the sidewalk and then leaves it there. This is a well travelled sidewalk used by young kids and strollers. So gross.
