No, Maryland determines the strands. It's part of their School Progress Index. http://marylandpublicschools.org/msde/programs/esea_flex/spi.html For elementary schools, the "strands" are based on the MSAs. Flora Singer opened in 2012, so 2013 and 2014 are the only years of data. Two years of data from a test that was a mismeasure in 2013 and an even greater mismeasure in 2014? Not something I put much credence in. |
That is not the same thing. These are kids who have significant disabilities. They are also tested and their results can affect scores. |

News flash. Mr Heatwole didn't emphasize MSA testing or test prep the past two years because IT DIDNT MATTER. The MSA is gone. Why measure how kids do on a test that isn't aligned AT ALL to what your teaching??? I'm sure parcc scores will be up. Singer has a top notch staff.

| Why wouldn't they be meaningful? Zero progress from year one to year two is evidence of something. We all know that the MSAs were fairly meaningless last year, but every school still took them. Perhaps more importantly, some title I schools with far more challenging situations made progress. That means *sonething*. Perhaps it doesn't mean much in the grand scheme of things, and perhaps it doesn't mean anything to you...but it still means something. |
