This claim makes no sense. Marijuana is not "safe" in the sense that table salt sold in a grocery store is safe--"generally recognized as safe" as the FDA would have put it, when it functioned. When it is regulated for potency and purity, used responsibly by adults who are not prone to psychosis, it appears to be safe. But that kind of safety requires regulation, because producers can't be trusted to ensure potency and purity unless there is regulation. This is also why you can feel confident picking up a bottle of Tylenol and believing that there will be in each pill exactly what is on the label and not lead, arsenic, or half what is on the label. But salf is freely sold despite having potential for harm if it is used in a way that is a true outlier.
