That's already happening. I think people voted for legal cannabis bc people were using it anyway. It's no worse than alcohol. So why should we be punishing these people and not drinkers, who generally do far more damage to themselves and their communities? In retrospect, legalization should have been accompanied by extremely strict age restrictions - no one under 21 at least, though preferably 25. And smoking in public should have remained illegal, with maybe some tax or price incentives that favored gummies, which don't stink up the entire city. Plus stepped up enforcement for anyone smoking and driving - hefty fines and jail time. Obviously, this will never come to pass bc racism I guess. It's a shame this city can't be practical about things without race getting thrown into everything. But the prevalence of smoking weed among young black teenagers is ridiculous. And that is not a win for the city.
