Because of this outcome. Look at it this way. Adult sends inappropriate material to a minor but addresses it like another minor sent it. It gets looked into but nothing comes of it. Other family says just drop it. Creepy adult got away with sending the material
Unfortunately, I think this is the what happened.
Its some creep that gets off on sending this material to minors, and then a bonus is pulling another little girl into by having the police come to her house to talk about the explicit materials.
I don't know how you would even do this, but need to start considering what 3rd parties know both of these kids, since you mentioned they are from different communities
