Andrew is a disgrace. Zara and Peter were never working royals. Eugenie has a new baby. Sophie is reportedly a favorite of the Queen.

My guess is they're teeing up Louise for a free apartment - just like Beatrice and Eugenie got when they turned 18ish. They have to hurry the roll out before the Queen dies or she gets nothing.

Beatrice/Eugenie moved into a 4-bedroom apartment at St. James Palace (and out of their father's Windsor home) in 2008.

I have the impression that Louise and Philip were very close, and that she shared his interest in carriage racing? So maybe she's honoring her GF now that she's old enough to do so publicly.
